A Connective Europe - New initiatives to reshape the EU digital landscapeThe European Commission has unveiled a bold plan to propel Europe into the forefront of digital connectivity. Centred on security, innovation, and widespread access, a new EU digital landscape is taking shape. This ambitious initiative promises to bridge the digital divide and empower citizens with the technologies of tomorrow. Margrethe Vestager, Executive Vice-President for a Europe Fit for the Digital Age, comments in the following way:

“In Europe we still have 27 national telco markets with different network architectures, different levels of network coverage, different national spectrum management, and different regulations. This fragmentation is a missed economic opportunity.” 

The Cornerstones of the Plan

* White Paper: “Mastering Europe’s Digital Infrastructure Needs”:  This comprehensive document scrutinises the challenges facing Europe’s digital rollout, laying out scenarios to attract investment, secure networks, and achieve a frictionless Digital Single Market.

* Submarine Cables: A Security Imperative: Acknowledging these cables as critical assets, a new Recommendation outlines EU-wide actions to improve submarine cable security through better coordination of governance and funding.

* Computing Powerhouse: The “3C Network”:  The EU envisions a collaborative Connected Collaborative Computing” (3C) Network – a unified platform for telecommunications, cloud services, and edge computing. This will pave the way for the development of cutting-edge technologies and AI applications.

* Digital Ecosystem: Synergies and Support: Existing programs like the IPCEI on Next-Generation Cloud Infrastructure are to be streamlined through the possible coordinating role of the Smart Networks and Services Joint Undertaking. This will ensure maximum impact and efficiency of resources.

Recasting the Digital Single Market

Digital network infrastructures are key for a competitive and resilient Europe.” Commissioner for Internal Market Thierry Breton said, “The White Paper we are presenting today is laying the foundations for a future Digital Networks Act focused on three pillars: investment, regulatory framework, and security. We need to create a level playing field for a true Digital Single Market to unlock the investment needed to build the digital network infrastructures of tomorrow.”

This overhaul encompasses measures to simplify telecom operations across the EU, potentially even including a more integrated spectrum management system. It also sets a bold goal: the complete phase-out of copper-based networks by 2030.

Protecting Critical Infrastructure

The security of submarine cables, a growing concern worldwide, is prioritised under the plan. Increased security measures, streamlined permit procedures, and a new Submarine Cable Infrastructure Expert Group are all part of the EU’s protective framework

Roaming in the EU: A Success Story

The EU’s commitment to affordable and accessible connectivity across borders shines through in its successful elimination of roaming charges. Citizens travelling within the EU now use their mobile subscriptions without any additional cost. The new whitepaper is taking further steps to connect European citizens.

The Road Ahead for a new EU digital landscape

The Commission welcomes a wide-ranging consultation process on 12 scenarios set out in the White Paper until June 30th.  This will help shape Europe’s digital future.
